Your wrestler needs to have a certain amount of stamina (not sure of the amount) before you can execute your finisher. -

I had the same issue in a 3-way match and that's the exact reason why. I had 2 finishers and lost the match because I couldn't use them, I was too busy fighting both guys off (since they were only going after me the whole match).
As a helpful hint, use your points on Stamina and Stamina recovery first. Once I got both into the late 60s and early 70s, controlling the flow of a match became much easier. Also, if you do this, once you hit your signature, your guy should take a knee for a second and have enough stamina to do the finisher.
Once I got my stamina up matches became EXTREMELY easy since you also get more reversals and they build quicker.Comment

You need to have your stamina bar over 50% to do your finisher.
I usually will do my sig and then if I'm low I will back away to a corner to give me time to recover to use my finisher.Make #FranchiseNation great again!

If you need stamina to hit a finisher, just back to a corner and do a taunt, that usually triggers the stamina to refill.Comment

It's also really helpful that if you're completely out usually your character will take a knee. Don't move your character when he/she is like this. The stamina bar will literally shoot up because I'm assuming you're in a 'rest' position.Comment
