How does a guy like Joe Stevenson make the cut when guys like Nate and Stephen Bonner don't?

Nate is at Welterweight. THQ's official reason for Bonner is that they locked the roster over a yr ago and at that point Bonner was coming off 3 losses. Its a completely stupid reason and I have no idea why they would lock the roster a year ago.
