Considering the events of the last few weeks:

Northern: Penn St, and even Oregon. It's not the biggest but it's a great atmosphere.

Southern: LSU, UT, Florida, Alabama, Texas A&M, South Car.

I've been to LSU & Florida games and they were absolutely amazing. I'll be at Bryant-Denny this Saturday to see how Bama stacks up as well.

Not sure if you want to go that far west for either of those though.

I've only been to maybe 15 1-A stadiums, but there can't be many places with a better atmosphere than Camp Randall.

Well, thanks for the suggestions guys. Right now I'd have to say that Florida, LSU and Oregon are the frontrunners, but I've got almost a year to decide.

Edit: So I've just been looking around at flights/hotels/etc. and so far it seems that LSU would probably be one of the easier ones to get to, flying from Winnipeg, so early on, LSU is the leader.
