CFM speed rating changes to go with draft classes

Do the speed ratings have to be edited to match up with future draft classes for a CFM?

Should rookies be brought down or everyone else besides rookies bumped up. I didn't see any posts on this.

To the best of my knowledge, this was fixed many months ago with one of the first couple patches.
