It controls how quickly defenders react to the QB throwing the ball. The general consensus is that this slider is reversed - meaning the lower you set the slider number the faster defenders will react to passes.
In my experience, the slider is backwards. To allow the CPU to be more of a challenge in my CFM I started with All-Madden and a set of sliders from the slider forums, then tweaked them until I felt like the CPU was a pain in the backside to deal with. I have the slider set to 10 for the CPU and 15 for HUM.
