Precision moves question

I was reading on some strategy site that the precision moves ONLY work if the player is over 90 in the category...But I was under the impression from an earlier article, that I now can't find, that every player could do regular and precision moves, but those players over 90 in the category would be even better. As an example, a back with a spin move of 85 can regular spin and precision spin so it's tighter but uses more stamina...The a back with spin over 90 would have an even better precision spin? Has anyone played enough to know for sure??

Anybody can do it, it is just the higher the player is rated, the better he is at doing it. I noticed lower rated players tend to trip over themselves when you try to do precision moves with them.
