Milwaukee hands down. They have NOTHING in their system at the moment and current 25 man roster is average at best. Their top prospect would be left off many team's top 10 prospect list.

All the crap teams at the MLB level currently have solid prospects on the rise; Mets, Astros, Miami, Cubs, etc.

Good question. I'm an NL guy and in the past I've used the Pirates because they were a project to rebuild and they play in a park which leans toward pitcher friendly which fits the style of team I like to build.

Now wouldn't you know it with the ability to save franchise in future versions of the game, the Pirates are finally a good team. If I don't use the Pirates It will be between the Marlins and Padres, both struggling in pitcher friendly parks.

I'd say either the Astros or the White Sox. The Twins have too much talent in the minors to qualify, along with all their decent FA signings this season.

i have tried a lot of teams and out of them all the Brewers, even with a average budget r the hardest team. Specially if u treat Braun with the suspension and Hart being out all year. They have no "A" prospects, no pitching and that division is so tough now with the Pirates being solid.

The Marlins could be the toughest in the sense of u having to look at that thing they call a ballpark tho...

2014 is gonna b tough to find this tough. I wish we could see what each teams payroll will be!

It's really hard to see why people are listing the Padres. Yes, the big league ballclub is probably mediocre at best. When it comes to the minor leagues, all their high level pitchers and Rymer Liriano will be question marks due to the time they missed last season from injuries, but they still have some good prospects in the Class-A level and some minor league depth.

Rebuilding should be cake if you know what your doing with the Padres. Trade Benoit, Street, Quentin, Headley, etc. and you should be loaded in no time.
