However, I have some questions. Why are all the player's potential an F? Does that mean no one will improve and go pro in legacy mode?

How tall is he? If he's a 7 footer, it's entirely possible. Draft stock is a combination of overall, potential and sometimes height for position.

It might not be a slider tendency issue, but rather a player tendency issue. If you took a look at Kobe, Melo and Jordan's pull-up tendencies and gave them a boost, it may fix your problem.
