Not sure if this will fix your problem, but I have FG Power at 50 and FG Accuracy at 35 (for both Human and CPU) and I do not have the problem you mention. Not sure if any of the other sliders affect...

Yes, you can do 32 team control if you want. Can't manually injure players though.
