Oh it's real, I've seen it in the game code. There's a ratio that's applied to your team as a modifier based on whether you're home, away, or it's a derby. I can't tell you exactly what is right now...

Playing full-manual, shot error may be one of those things that is more player specific, like the power bar slider. More accurate shooters would likely need more error than a less accurate shooter.
