Editing Superstar Abilities

I'm playing Franchise, and I was looking through abilities and saw you can freely edit them.

I saw Josh Jacobs has the space for 3 abilities, but only 2 were assigned.

Does the CPU fill in the 3rd slot, or is it "cheap" for me to edit this and get an advantage over the CPU?

I try my best to limit what I can do to match what the CPU can do to keep it even and as fair as possible..

I've noticed the CPU teams not using all the slots in available abilities as well. I check the roster of each team before I play them and make sure all superstars have the ability slots filled. If there are any empty I choose appropriate abilities to add to the player.

Does anyone know how to have the CPU fill in the we open Ability Slots?

And will this always happen for any newly developed Superstar players too? The CPU will not give them any Abilities?
