Should I buy?

Hey guys, since Madden 13 is looking to amount to a step back for a season I won't be getting it. I'll just wait till '14 when they add back basically everything they just added in Madden '12 :/

But I want my football fix. I greatly enjoyed NCAA '11, mostly because I think the teambuilder tool is the coolest thing ever. I put just as many hours on my dynasty as I do on any Madden franchise. But I'm curious about NCAA '13, how much of an improvement is it over '11? Would it be worth getting? What are some major improvements? I heard '13 is basically '12 with bug fixes, but I have no idea how true that is.
