A Couple of Questions

Question #1: Do the franchise team ratings reflect minor league rosters, or just the major league team? When I'm looking at starting a franchise, the Astros are ranked 1st and the Giants are ranked 2nd. Both are good teams, but I would not call them the two best teams in baseball. Is it taking into account their fictional minor league players too?

Question #2: How do I find/download official SCEA rosters? I haven't played in a couple years, but I seem to remember official rosters coming out every Monday. Is that still true? Should I expect one tomorrow, and if so, does it download automatically?

As for question #1, it seems these rankings don't include the minors.
I say this because the same rankings are in season mode as well as franchise.

You can get the SCEA roster by going to data utility on the main screen and choosing save live roster.
