Why is Indianaopolis Picked to Win By 2???

I've always heard that home field is worth +3

What I've read is that moving from home field to neutral is 3 points, and then neutral to the other team's field is 3 more points (for an example of this to an extent, see the Miami-SD game earlier this year. Spread moved from +3 to +6.5)
