I refuse to respect any poll ranking sports teams values that has a mid-level hockey team holding the top spot.

102 for the Bengals is way off. They have a great stadium, a newly energized fan base, a lot of good, young players, a highly respected coach and have gone five years now without a losing record. The off-field issues shouldn't but them 22 spots behind the Charlotte Bobcats.

I'm thinking this is a big factor..

Read how they did the rankings, it's not really based on the things you might think it is.

The ratings are also screwed up by the weighting they give on the categories. Team 101 has a combined score of 688 while 102 has a combined score of 600.
