Weirdly, I just happened to end up knee deep in going through various Visa rules from a variety of nations on three continents (was helping a friend with some of their work, just helping with fact finding) The details vary, by nation, but generally speaking most had restrictions on work-related activities while traveling under the fairly broad amount of short visa waivers. Some were more lenient than others (allowing meetings with an existing employer/business relationship for example) but others were pretty tight.

In one case, there were nine pages of pretty minute details about that very thing.

Since the travelers were North American heading elsewhere, I didn't look at what the U.S. rules are (i.e. they weren't coming here) but I'm just commenting that pretty strict limits on that sort of thing aren't particularly unusual.
I can imagine it is not, and for a couple of reasons. One, the "don't take work from locals", which is the reason that is the most common. Second, the tax-dodge reason. They are earning money there and likely not reporting it. We talked earlier in the tread about the US crackdown on comic writers/artist coming over for conventions. In the past they were allowed without much scrutiny, but they are now being stopped and sent back. So far, though, I;m still seeing regular post from people from England coming over and making paid TikToks and such. I wonder when that might get a crackdown, if it already hasn't in some cases.
