Looking at the rules, I now realize that I probably should have made rule #3 read:
"3. You can't persuade a player to return if their rating is 90 or over."
In the interest of full disclosure, I have two players who are rated 90 that are declaring.
I am going to post a poll to see how you guys want to handle this.

Florida Atlantic
FAU loses CB Chad Garcia, as he is declaring for the draft.
Indiana
CB Stephen Cohen, SS Justin Stone, and ROLB Chris Washington are thinking about declaring. Kicker Ryan Rouse misses his mommy and is transferring to Rutgers.
USC
DT Mike Smith, WR Timi Herron, and C Jovon Jones are leaving early for the draft. RT Thomas Gore is thinking about leaving. FS Brian Lewis is transferring to Oregon State. A certain QB who shall remain nameless is returning for his senior year.
UTSA
Everyone wants to stay.
