Interesting theory linking lead poisoning and crime rates

Interesting read. However this last line left a little bit of a sour taste:

"Nevin's finding implies a double tragedy for America's inner cities: Thousands of children in these neighborhoods were poisoned by lead in the first three quarters of the last century. Large numbers of them then became the targets, in the last quarter, of Giuliani-style law enforcement policies."

It makes Giuliani out to be some crazed vigilante targeting people unfairly. While lead may have a direct impact on the way these people think, it doesn't make their behaviors any more acceptable. Giuliani was simply reducing crime - which he did quite effectively.
