If it helps much, I find often during the arbitration stage offering the players what they want won't be enough to get them to sign. It might be that they just won't respond in time and will just sit there pondering your offer until past the point where players file for free agency. (I actually saw a player do that from playoff stage through free agency once before too).

Usually after the regular season is over if you offer them a little more than what they are asking, it will help speed up their acceptance of the offer. My rule of thumb used to be if I reached the arbitration stage and still haven't re-signed a critical free agent to be, I'll make sure to offer them more than what they want.

Still too early for my measurements to provide any meaningful statistics. Thus far though, the data seems to be right in line with all of the tests I did. A small 2-3% bump. We'll know more in another 30 or so seasons probably. (allow for 2 full generations to cycle through).
