Yet ANOTHER new feature in FOF2004???
I'm looking at the transaction log, and I see several players listed as "turned down a contract offer". It appears this lists every team that offered him a contract during free agency. Am I reading this right?

I'm not sure if i'm not being able to see it, but, is there any way to see the trasactions date? i would like to see when has been done each transaction.

Yes, you are correct. It appears that after the player signs with a team, it lists all of the teams who offered him a contract.

I dont know if this is new but have you guys noticed that if a team goes over the cap there is a cap penalty for that team...like they lose their 3rd round draft pick? It will say it in the transaction screen.

Yep. In FOF4 it seemed that one team (I think Baltimore) was always over the cap and never had a 3rd rounder.
