Cable on Demand

Apperently cable companies don't have to accept the national premium network's choices for On Demand cable. Can anyone confirm this is true? I was extremly excited to see "The Wire" was going to be on demand this summer and I figured I would also catch "Band of Brothers" as I didn't have cable at the time of the original run. But instead my On Demand selection is missing both programs. My late night Cinamax selections never seem to change either. Anyone know if this is an error or has some local executive made the decision on which HBO programming they are going to show here?
