Why are the 7 seeds playing the 8s and the 9s playing the 10s, instead of the 7s with the 10s and the 8s with the 9s?

If things go as seeded they'll get a Maryland, Michigan, Cincy, Louisville Final Four. A lot of years that would be a great NCAA Final Four.
This is a bit tinfoil hatish, but it sure looks to me like some of the majors didn't make the NCAA so that the NIT would be stronger for TV and ticket sales.

IMO, it definitely looks like these seeds were given to try to get name schools easier paths to make the final four, rather than on the strength of the team.
