Playing on all-star does the CPU throw too many pitches down the middle, seems like they do. Is this a known issue or is it just me.

"Known issue" makes it sound unintentional. Yes, there are lots of meatballs available to you while batting on All-Star. If you find it an "issue" you can move up in difficulty or increase the CPU's strike-frequency, accuracy and consistency sliders.
If you want the CPU to paint the edges 90% of the game, it's certainly possible. The question should be just how many meatballs & hittable pitches more generally do you want to see per game? 60? 40? 20? The CPU can accomplish pretty much whatever you want in this regard. Just gotta tweak around a bit.
