SpoilerIn each draft pool you'll get a random selection of the people in the scout pool that you scout from. You could fall in love with Prospect X in your scout pool and then enter the draft only to not see him there. It's pretty dang random and I'm not a fan!
To answer your question: Yes, if a player has a completely gray bar the overall/potential/ratings is exactly what they will be. If it says 74 OVR 87 POT that's exactly what he will be.
In the test Astros franchise I didn't scout a single player on my own. The only people in my scout pool who were listed were the blue chip prospects. They obviously all have a full bar and are accurately rated. When I entered the draft I had the #1 pick. Every single player in the draft had either a completely gray bar or a full blue bar. This means every single prospect in the draft pool had 100% accurate OVR/POT/ratings.
If a guy has any amount of blue from like 20%-80% the ovr/pot/ratings can drastically change when you draft him.
