Actually, if you don't have CPU roster control set to ON, then the "CPU ROSTER CONTROL" SCREEN doesn't even show up in the Franchise menus. I just checked. The ONLY way it shows up on the menu is if you have it enabled. If CPU Roster control is enabled, then it is under the TEAM heading, top right. If CPU Roster control is disabled, than that box is "TRADES"

If you have the trades screen, then you do NOT have CPU Roster control set to on. Which means the lack of injuries is another separate issue.
Next, check the profile you are using. Go to the 4th franchise screen OPTIONS (at the top you will see HOME, LEAGUE, TEAM, and OPTIONS, hit R1 until you get to the OPTIONS page)
On the right, you should see USER SETTINGS. scroll to it, and hit x.
On the top, you should see your default profile name.
on the left, you will see "Gameplay Options" Hit X
Hit L1 to scroll to GENERAL
then hit R2 to go to ADVANCED.
8 options down, you should see INJURIES.
Make sure this is ON. (there are ON, MANUAL, and OFF.) It needs to be ON or there will be no injuries.

I don't think a "torn ucl" is actually in the game. Closest thing I can find when setting injuries manually is "Elbow Surgery"Comment

last night Cliff Lee had a broken nail. so he was out for a few days, luckily hes in the rotation so he was back before his time came around again. but even the weirdest injuries happen in this game lol.Toronto Blue Jays

Lost Nori Aoki for the year (and he retired due to injury after the season) with a knee problem. Ended up trading Tim Hudson to the A's for Josh Reddick and using Yusmeiro Petit in his place since Justin Maxwell was doing turrible. Angel Pagan was out for a few months (realism!), played Gregor Blanco out there and called up Gary Brown for the bench. Peavy missed a couple of months as well, had to call up Erik Cordier to fill in.
I lost track of all the MiLB injuries and let the CPU sort them out.Comment

I'm mid May and have had a handful of minor league injuries.
On the MLB level:
Ellsbury day to day with bruised ribs
Penada 3-4 weeks with Pectoral strain
Brendan Ryan 4 weeks (can't remember what for)
And in 8 games, Tanaka has only pitched 36 innings. He continues to leave games early with an injury to his throwing arm.5Comment
