Community Challenge Creation - No Stub Buy-Ins available?

I was trying to create a community challenge last night, and after I attempted to publish, I was unable to unless I reduced to cost to 0 stubs to play. The error was along the lines of "No Stub Buy-Ins available. Please reduce play cost to 0 in order to publish". I don't think this had anything to do with the amount of stubs I have, as I currently have around 3K. Anyone else run into this issue and know of a workaround?

I have exactly the same problem - and it is persistent. There is a bug logged on the official site, but nobody is voting for it as a priority:

It seems maybe only a handful of people are affected - I guess we're just the unlucky ones

due to many people manipulating the system with multiple user accounts rest assured this is on hold for awhile as I imagine they are working on it. Be forewarned they are watching closely and those individuals will be dealt with by Playstation as it breaches its TOS
