If Im really thin at the position I will call a prospect up if he reaches 70. Other than that, I don't usually call my prospects up until they are at a high enough overall to become a starter.

If I'm not mistaken, you call them up when their ratings are such that you can use them at the Major League level and have success.

Overall is only a general idea of skills based on ratings weighted for a certain position. It is not a good measure of success and I tend to ignore it. For example, imagine a RF with some power and a good arm. RF gets him a boost to his OVR because of his power and arm. Put him in CF and his OVR goes down because they want more speed for CF. Also, his vision is too low and he'll strike out a ton. He might get you some dingers and what you want in RF, but if you don't get his vision rating up first that swing and miss breeze will get him a snow flake and lose him potential.

I look at individual ratings to determine if someone is a fit for my team and if they are ready. Contact 60+, plate vision50+, and power 40+ for hitters...h/9 60+ and k/9 (comparison to replacement) for pitchers plus if their repertoire fits (I'm better with sliders than curves for instance).

If they don't meet these standards, they are most likely going to struggle, get a snowflake symbol, and lose potential.

I've always called up with a combination of need, skill and stats. For example if my 2B leaves and I have a good 2B in the minors who has been playing well the last few seasons but is only a 64 overall, I might call him up and give him a shot. Typically in that case I'll make sure to have a veteran serviceman on the roster from free agency too, just in case.

Sometimes I plan my call-ups too. If I have that same 64 overall guy and he's doing well but not setting the world on fire (batting .280 in AAA with 8HR and 40 RBI) I'll get someone from FA to fill in (or keep my current vet) and plan that as soon as his contract is up the job belongs to the rookie.

Then again that's what I love about the sport. From a management perspective, it is very much a chess game. You can plan ahead but you have to be ready for something unexpected and be able to adjust your plans accordingly.

Going from rjackson and bigdaddykraven, I also want to make sure my rookie keeps developing in the majors, Its happening to me with Jake Lamb, call him up to start my 2015 season, He was a below average defender and a below average hitter (OSFM), Im now in Mid July, and now he is an above average defender and hitter. According to this, by my 2016 season he's not only going to be my 3B but also a very good one.

            Hope it makes sense.

I only call up hitters who have 60+ contact or pitchers who have around 60+ /9s and control, velocity, and break
