Actually it's neither, it's called Defensive Indifference.

The situation dictates for the whole defense to be on the same page.

Got the name wrong...but it is the catcher who if he does not throw the ball determines def indifference. Not the fielder who should be covering. If the catcher does not throw it it can be called def indifference. If the catcher throws it and the fielder does not cover, that is not def indifference.

I'm bumping this since I feel there is some new issues with fielding A.I..

This kind of "hesitation" or lack of urgency has existed at time, though continuously worked on and have been removed:

This type of brief pausing before deciding what to do next seems a little more prevalent in this year's fielding A.I.

This is an example of a fielder not covering the bag, apparently for no reason:

The consistent double pump in online games when turning double plays is a huge issue.

I hope and pray the Dev's noticed that and patched it.

It's an annoyance for sure, but at least it isn't triggered by the player so everyone has to deal with it. It's a big issue if you are going for a double play though, get the ground ball and then the first baseman or whoever doesn't cover and the infielder pauses then throws. Even runners with 30-50 speed beat out routine double plays online.

I've also noticed on throws from third with a runner on 2nd the first baseman will often not cover first and you just throw it to him in his starting spot.

I think the double pumps by fielders is related to bases being covered too slowly.

I recall the devs saying that one of the new things this year was that fielders will not always sprint to the bag on a hit if there was an urgent need to do so. They specifically showed a third baseman sort of standing there watching a ball into the gap and then drifting over to the bag as the runner approached second.

Makes me wonder if this dynamic is the source of the problem. Perhaps there are times when the infielder A.I. is not sensing the urgency, hence his late arrival to the bag, or no arrival at all.

Many of these seem new issues (except on plays around bunting and choppers around the home plate, I haven't seen them before), but I don't think they are meant to be. The point is to show little urgency where it's totally unnecessary, but these are happening when the plays should be urgently made.
