What's going on with the 3rd base line in Wrigley?

So I've played 15 enough to know that something is wrong with 3rd base play at Wrigley.

I've now seen this animation probably 10 times in three Wrigley series' where a ball will be hit right down the line and instead of pursuing it, the 3B will literally stand in place and turn around in a circle nonchalantly, allowing a ball that could have been stopped to roll uncontested into the outfield.

I've only seen this at Wrigley, and it doesn't appear to be the same bug as the foul ball bug. In any of the other stadiums, the 3B would make a diving stab or reach, but in Wrigley, they just pirouette.

    Has anyone else seen this?

Not just Wrigley. I've seen it happen several times in multiple ballparks. Not sure why it happens. It hasn't happened in an important moment yet though so I haven't been crushed by it yet.
