How do you make trades for other teams

Good Morning,
I am confused on how to make trades for other teams(example the recent Braves trade. I am playing franchise with the cardinals I have in the settings control all 30 teams when I try to make a trade it stays on the cardinals and will not let me go to another team. I used to be-able to with previous shows I can't this year unless I am not doing something correctly. Any help would be greatly appreciated

In my franchise you go to the trade screen and you can change the two teams with R2 and L2.
