Complete control season question

I recently had to completely reset my PS3. Lost my season, lost my rosters, RTTS, everything. For some reason, I can't seem to remember what the heck I did to set up my season.
I use a roster with only 25 men so the teams don't change after spring training, I select Season, I choose just my team, I set CPU roster control to ON but for some reason I stay to simulate the season a bit and free agent signings stay happening.
Am I doing something wrong?? Sooo confused.

I've now gone and tried a 40-man OSFM roster with 25 guys on the MLB roster and the other 15 in the minors. I start a season which theoretically should put all the 15 in the 'inactive' list and keep the 25 as is after spring training (am I wrong about that?), but all the lineups are getting shuffled AND free agent signings happen all year by the computer even though I have CPU roster control on. I'm selecting only MY team at the beginning of the season, (not franchise) and free agents signings happen anyway. I had this workinh before my PS3 was reset and formatted so I don't remember how I had it but it worked.

Can anyone out there help me figure out what I'm doing or not doing?
