IMO its based on record. because in my reds franchise the first season i had a over 500 record my budget went up 8% but it never moved when i had a season below 500Toronto Blue Jays

In my experience it is tied to nothing else but your record. Maybe making the playoffs and/or advancing may influence it.I can't shave with my eyes closed, meaning each day I have to look at myself in the mirror and respect who I see.

Record plays a part, but there are some other factors. Sometimes a team will lose budget with a winning record and other times a team would gain budget increases with an awful record.
This is one part I think needs some work and I think it should have the option of being manually changed.

Take a young team and no matter the record they seem to get more of a budget increase than what the record dictates.(It was much improved after the patch. Before teams would get 30-50% increases)
An older team like the Yankees seemed to lose the first season even after winning the world series.Comment

I think it is supposed to work that way, but doesn't. I think the age of the players and amount of money coming off and due(through arbitration and renewal) plays into it.
Take a young team and no matter the record they seem to get more of a budget increase than what the record dictates.(It was much improved after the patch. Before teams would get 30-50% increases)

Pretty sure the devs explained the budget changes in one of the MLB 15 Twitch streams. A lot of it is based on record, and I want to say partially based on record compared to the previous season. So if you win 60 games in year 1, but 80 in year 2, your budget will go up after year 2. And maybe each round of the playoffs your team advances to, all the way up to winning the World Series, all have additional increases in budget.
