Is base running aggressiveness a tendency?

I've been thinking about the way I'm going to construct my lineup and I usually play as the cardinals. Wong is the fastest player on the team and I've been thinking that if I bat him 8th it would put a lot of stress on the defense in a bunt situation, especially with Carpenter batting first. If I want him to attempt more steals do I raise this attribute? And does it raise the players overall or is it more of a tendency? I just want to justify raising the attribute and know that I am not cheating or improving the players progression manually.

I believe it's a tendency. I say this because when I used my RTTS guy and got him to 99 speed and 99 steal I never bothered with aggressiveness and he would only have 1-5 steals a year if I simmed. Now since I raised that up to 80-99 he steals about 30+. I believe it is a tendency and I don't think it should affect overall. If it does it is most likely by 1 point.
