Can't you just use a slow cutter with, say, 80-99 movement? Or a fast slider with 0-20 movement?

Btw, this sounds like a sloppy pitch...

For this specific instance, likely in reference to pitchers like Arrieta, I think you need two distinct pitches. A slider and cutter to match the variation.
