Does dynamic difficulty automatically change?

I set my franchise to dynamic difficulty and I'm winning games 22-0, 16-1, 18-2, etc with 5-8 HRs a game. The difficulty seems fixed on Rookie. The bar that shows up highlighting the difficulty never moves.

Am I supposed to be doing something to change it? OR does it take a certain amount of games before it changes?
