I don't think there will ever be a consensus on speed ratings. If you look at fangraph's fanscouting, they have Harper at 71 for 2015. Baseball Cube, which judges speed looking at stolen bases, has him at 62. I wonder if Harper's perveived tendency to not always hustle 100% of the time influenced SDS.T-BONE.

I control my runners but here's the issue I have with speed in the game
Jayson Werth is at 50--fine he's aged and slowed way down
Danny Espinosa is 58 and he has good speed (only 8 pts faster than werth?)
Trea Turner is listed at 78 and he canfly and beat out a good number of infield hits
Ben Revere has good speed and is 93 --again no problems with this but is Turner really 15points off revere?Comment

Without getting into commentary on specific players, it's worth pointing out that the average speed rating in last year's version for position players was about 51. I assume it's close to that this year.
This means a guy that is rated 75 is fast, and the in-game commentary confirms this.
I tend to notice that when people complain about speed ratings, they almost always claim that a guy should be rated higher. It's rare anybody ever points out that someone is too high and should be dropped.
If SCEA bumped up every guy that someone thinks is wrong, the differentiation between the players will get diminished. BUT, then again, maybe it should be. I don't disagree some guys may be off in relation to one another. Perhaps someone could undertake some speed tests to time players running to first base at various ratings.

After this, they're probably going in and adjusting some guys up or down.

With regards to SCEA speed ratings, it looks to me like they might be using something akin to Bill James' speed formula, which takes into accounts stolen bases/per opportunity, triple percentage, run scored percentage, and stolen base attempt percentage. After this, they're probably going in and adjusting some guys up or down.
This may be why a lot of pitchers are too low, as well.
I think The Show probably has been using Bill Jame's formula for Speed attribute, at least when I compared the attribute to the formula, the correlation was great:

But now that the devs have a lot more access to better statistics (PITCH f/x, MLB statcast, etc.), I would not be surprised if they have started using something else.
I think the caveat that we should be aware is that while the Speed attribute merely determines how fast players can run/move on the field, the attribute value might not be derived directly from the player's real-life speed.Comment

speed seems a bit different this year. It's like the biggest differences happen around the middle numbers (30 - 70). Not much difference between and 85 and a 95 on the bases this year. Also not much difference between a 20 and a 30.
But the difference between a 55 and a 65? Huge.Comment
