I got a late start on my franchise, so I'm just running into issues that most of you have already dealt with. I'll warn you, my frustration with this game is at an all-time high so if I sound angry...please, bare with me.
I'm running a 30 team franchise and I proceeded to set it up as I have the last few years:
1. Set up a Profile called Tigers.
2. Set up a Profile called Other 29.
3. Start a Franchise (New).
4. Select 30 team control.
5. Assign Tigers profile to the Detroit Tigers.
6. Assign Other 29 Profile to the rest of the league.
(I don't want the CPU to jack up the rosters so I set everything in both profiles to Manual)
7. In MLB18 you can toggle Manual or Auto for the 3 Management Phases. I've tried toggling all to manual and not changing anything with the same outcome.
8.The next choice is Start Spring Training or Start Regular Season. I've tried both...the outcome was the same.
9. Ok, here is where I get angry. No matter what settings I have the CPU makes major roster changes to all teams, including mine!
10. I even chose the start Spring Training option. Went to the Profile set-up and made sure that ever option was set to manual. The CPU still made the exact changes to every team's roster. Ugh...I really hate this Phases crap.
I'm using a 25 man roster (OSFM 1.5). Do I have to just let the CPU do it's damage and then fix it, or is there a work around? Will the CPU continue to make changes without my approval?

At the end of spring training there were some call ups and demotions to the different levels, both on my team and CPU teams regardless of the settings.
I fooled around with some edits which minimized the moves by the CPU but some still happen. Its almost as if the CPU is hell bent on certain players being in AAA etc.
Making sure all the levels have at least 1 player at each position helps (regardless of how the lineups are set up). For example, if you do not have a player with 3b as their primary position at AAA the CPU will call one up. You can remedy this by editing the player who is starting at AAA to 3B as their primary position. A lot of minor league teams don't have true players at a given position starting there.
For example the Astros might be carrying 3 2B on their roster with one starting at 3B even though it is not his primary position. The game doesn't view that as a complete roster.
I found these tweaks help, but there are some occasions where a particular player (highly rated prospect) seems to be forced into a certain level. I just live with it, and it only seems to happen when the season starts. With the setting on manual, you shouldn't see call ups or send downs during the season unless its injury related and you hit auto.
I made sure to look at the transaction screen when jumping to the regular season from ST and observing what moves the CPU made. I was able to prevent most of them once I saw what the CPU was doing.

I'm stunned that more people aren't complaining about the CPU making massive roster changes the you start a franchise. It doesn't matter what you do, you can't stop the roster from releasing players and bringing player up to the Majors who weren't on the big league roster.
I'll now have to spend days fixing this stupid crap before the game is even playable! This never happened in previous versions of the Show. It has to be that stupid Phases crap!! I should've known when they talked about streamlining things they meant they would take control out of the user's hands.
I'm so pissed of right now I'm thinking about turning the game and the PS4 in for cash and flip SCEA the bird!Comment

Your issues happened to me as well. I just got fed up and went with a regular single team franchise.I'm stunned that more people aren't complaining about the CPU making massive roster changes the you start a franchise. There is frustrations in that as well, we all know. But I got tired of constantly fixing the crap that was going on with the other teams. Maybe I set it up wrong or maybe not. I just don't have the time or desire to continuously have to keep correcting the BS.Comment

Very frustrating when loading a custom roster in franchise and the cpu just decides to automatically place a bunch of players on waivers at start of spring training even with full 30 team control and manual settings. I'm hoping there is a work around I just don't know about yet.

So I figured out how to make it to spring training without any waiver issues but as soon as I start the regular season...waiver transactions, call ups and down etc. Ill keep working at it.Very frustrating when loading a custom roster in franchise and the cpu just decides to automatically place a bunch of players on waivers at start of spring training even with full 30 team control and manual settings. I'm hoping there is a work around I just don't know about yet.

Players are being put on waivers because they are out of options and are being sent to the minors.Very frustrating when loading a custom roster in franchise and the cpu just decides to automatically place a bunch of players on waivers at start of spring training even with full 30 team control and manual settings. I'm hoping there is a work around I just don't know about yet.

In Spring Training, EVERY member of the 40 man roster is considered on the ACTIVE MLB roster. Once in the regular season, the MLB roster goes to 25 players
Any player that is on the 40 man roster, and is out of options MUST go through waivers to be sent to the minors.Comment

As an example, I have Mark Trumbo as the only left fielder on MLB roster and everytime I start regular season he is added to waivers and removed from team. What I did in my 17 franchise this year is go through all 30 teams and manually demoted players to AAA just before the end of spring training and rolling into the start of the new season. It allowed me to use an option for those that had options and then those who were to be kept but were out of options I let the waiver period pass then put them on their AAA squad. Most teams i got down to 26 active and there I let the computer make the final decision. Again this is 17 but I would hope this should work the same in 18; you may want to make sure the CPU has no control at this time other than lineups so no one gets picked off waivers that you want to pass through to the minors.Ok, thank you for the explanation. No, there isn't, and why would there be? This is how it is in the real life MLB. Players who are out of options have to go through waivers before being assigned to a minor league team.Ok, thank you for the explanation. Is there a way to edit the options to prevent? I spent a lot of hours creating a custom all time roster. With correct 40 man and correct 25 man for each MLB AAA and AA. Don't know why Eric karros who is already on a AAA dodgers team is waived. He is already in minors so hence my frustration. Not trying to replicate real life as your above comment suggested. Oh do I miss season mode for this exact reason.
