replacing minor leaguers on DL with free agents

I searched and couldn't find anything on this, so apologies if I missed it...

but had a player in AA go out for 1-2 months with a dislocated shoulder. I wanted to replace his spot on the roster when I DL'd him and tried to sign a free agent and was told my roster was full. The only thing I'm able to do is bring up someone from Single A. Is this working as intended or am I missing a way to sign a player to a minor league deal?

You won't be able to sign a free agent if you have a full 90-man roster. You'd have to release someone to get below 90 first because players on the DL still count.
