MLB 17 Cat and Mouse

Does anybody know where the setting is that turns the "Cat and Mouse" interaction on and off when someone tries to steal a base. I have looked all over the settings area, but I have been unable to find it and every time someone steals a base it is just like MLB 16 without the throwing meter.
