    Is #42 not locked?

Played a random exhibition game with a couple AA teams and noticed my 3B was wearing 42 but didn't have his name on the back like it was Jackie Day. I know the bigs have 42 retired across the board, and I thought so did the minors (I know one team in particular has 42 retired) or do not all the minor teams have it locked?

I think it's only locked the the MLB level, but I'm not sure, especially since you can't make it your preferred number in RTTS.

Speaking of RTTS, you actually CAN wear 42 if you name your character "Jackie Robinson." But this will remove the surname from the back of your jersey, like the Dodgers unis of Jackie's day.

I wonder if I name my player Ernie Banks and put him on the Cubs with #14 if I can use that number... or any other legend that has his number retired.
      Go Cubs Go!

Yes you can. If you use the players name who has his number retired name you can use the retired number.

So then #9 for Maris, not Graig Nettles. Oh well.
