Is DD h2h, DD Extra Innings, DD vs CPU the only modes that allow you to set the month and time of day (11 am, 1 pm, 4 pm, 7 pm)? I went into Franchise and wasn't able to do this. Play now didn't have an option either. I imagine the same applies to RTTS.

Play now certainly does have the option. Were you using Daily Rosters by any chance? I wouldn't really be surprised if you can't change it in that mode because it's supposed to mimic the real-life conditions for the game on any given day. I don't play that part of Play Now much so I wouldn't know.
But doing Play Now with the current rosters option will definitely let you choose the game time. -

play now has time of the the year (april-october)
and time of day (11 am, 1 pm, 4 pm and 7 pm)
even cloud cover (clear skies, partly cloudy, overcast and rain)
I'm pretty sure you cant do that in practice or playoff mode or season or franchise or hr derby but can in retroOSFM23 - Building Better Baseball - OSFM23
