Question re: Using two PS4s in one house

I have a question about sharing digital content and having multiple PS4s in one house.

Player A (with a PS+ account), Player B, and Player C all share PS4(1) today. If we buy a second PS4(2) and Player A deactivates his account as Primary on PS4(1), then activates PS4(2) as his primary, I'm told all players can continue to play digital content on both PS4s.

If I wanted to play Diamond Dynasty or other on-line games of MLB The Show 18 across the two PS4s, I understand how Player A (who has the PS+ account) could play on PS4(2) against Player B or Player C on PS4(1), but could Player B log in to PS4(2) and play against Player C on PS4(1)? (In other words, can all three players sign in and use their accounts on either PS4, even if the PS+ owner isn't actively signed in/playing?)

Primary acct is the only one that can play on any(all) of the PS4's & access the digital content, others can only use digital content if they r signed in on the primary ps4
