Because CPU Roster Control ON means you control the other teams rosters.

trades for all teams. CPU won’t do anything unless you initiate it. Now, that will not stop the CPU from changing lineups occassionally to rest tired players, so you may see some different lineups from other teams you play at times.Comment

Somebody else might answer that, but I think budgets might be ignored. You could trade Stanton from the Yanks for a minor leaguer. It was put into the game for those who want to see the real life trades during the season and keep rosters 100% accurate.Comment

Sounds like you're running 30-team control...correct?? If so, the CPU Roster control actually has no effect since you have a user controlling each team. It sounds like your issue is actually once you select play/sim game...correct??
Just in case, one thing to look for under the settings in Assistant Manager Decisions and make sure that is off (otherwise it will automatically make some decisions for you like making a sub for a tired player or who might come into the game in case of an injury). That'll help your side of things, especially once you get into the actual game portion.
When it comes to being inside the game portion (setting the pitcher and lineup), since there isn't a "user" setting up the team. The AI is reading it as "Controller 1 is controlling Team A and there is no controller for Team B so the CPU/AI is controlling Team B." From there the AI is making the decisions regarding Team B so the AI would say "let's rest the C who has 50% energy; the 2 hitter is slumping so we'll drop him in the order; the 7 hitter is hot right now so we'll bump him up to the front half of the lineup; the 8 hitter has the most power so he's now hitting clean-up, even though he has a 60% K-rate and a 39% GIDP-rate" and then act on those decisions, pretty much to the opposite of how you had originally set up the lineup prior to starting the game.
Unfortunately, the only way to fix this issue (provided that's the one you're describing) is to have a second controller to do the pregame set-up and then switch the second controller to the neutral spot under the switch sides option. Otherwise, anything you set up prior to the actual game will become the whims of the AI once you start or sim a game.Comment
