I don’t get why a bug report will help with this. It’s obviously in the game by design and I’m willing to bet that all crowd audio is on a loop and just replays throughout the game.
What wasn’t probably their intent was to have a jarring, nails on a blackboard screeching child’s voice be deciphered as often as it is because when you create audio files like this you don’t want people to pick up on patterns. But it’s not a bug, just a bad decision by the development team to try and slip something so apparent in with the ambient sounds of a crowd at a ballgame.
Think of the audio for a crowd in a sports game working like the background of a driving scene from a cartoon like the Flintstones. It’s a short file and is repeated to save on space. There are supposed to be little to no decernable landmarks to break the immersion for the viewer, or listerner, in this case.
