So... a pitchers probability of giving up a homer has been dictating the physics of ball speed this whole time? That's what it sounds like. The odds of giving up a home run and purposely not letting balls carry fast, hard or far are two totally different things. Hopefully this change makes the game play like it's supposed too, although this whole time I haven't noticed anything out of the ordinary if I'm honest.

So a feature that made this game unique from many others in the series is either reduced or gone completely. Fantastic.
Honestly though, I don't think it'll impact offline play too much because there aren't many players at the franchise mode level that have extremely high HR/9, and it needed to be pretty high to actually see a consistent difference in exit velocities. It'll affect DD pretty significantly as many of the top-line pitchers DO have high HR/9 (and they were probably being used by just about everyone at this point in the year).
I just don't like this caving to community pressure - it sets a bad precedent even if the impact on this game offline turns out to be minor.
Edit: Cubs highlights (especially Baez) in the Fall intro are making me sad right now.

I’m just waiting for someone to post that they ‘ruined the game’ because they hit two HRs in an inning...
In all seriousness though, I think bcruise is right....only a tiny number of players in franchise modes have high enough HR/9 numbers to be affected by this.

The notes imply that HR/9 modified (lowered) exit velocities the higher the pitcher's rating was, and that's about the only logical thing a HR/9 rating could affect without getting into nasty scripting stuff that nobody wants in the game. So yeah, I'm going with the idea that doesn't matter in played games once again.
I'll say it again though - there aren't very many players in franchise-level rosters that had high HR/9 in the first place so I don't think it's going to affect offline play too much.
The real effect will be felt in DD where players who are rated highly in that do exist, and those pitchers just got the rug pulled out from under them. I know the devs said they were going to monitor the meta this year and make changes as needed to balance it. But I didn't think they'd walk back one of the new features of the game, that made it unique from past entries in the series.
It's a step back in sim (or at least the devs' vision of it) where ratings are balanced with user input, and a step towards user input overshadowing ratings. It worries me, though I'm sure most people who play online will probably love their input mattering more.

I don’t think it’s a bad thing.
If Stanton was too hit a 110mph home run against a pitcher who’s HR9=90. I don’t think he should hit a 102mph homerun instead but overall he’ll have less chances to hit it square.

I don't think that the new change will make HR/9 meaningless. I think with the new change that HR/9 ratings will dictate the odds of a HR being hit, as it should. Previously as it sounds, the HR/9 rating would change the ball physics in order to lessen or increase carry distance leading to homerun results or a lack thereof. The ball physics should never change. A hit is a hit is a hit, but your odds of launching one over the wall should be based purely off of pitcher to batter ratings, swing timing, bat to ball placement and weather to a lesser degree.
