You could transfer your files from PS4 to Vita so I would assume yes.

Yeah I see no reason why not. They are running practically the same OS on hardware that is based on the exact same architecture. I imagine most PS4 games and files will work on the PS5 with no or very little effort.
This console upgrade is going to be one of the smoothest in history. This isn't like the PS3 to PS4, who had vastly different hardware architectures, and yet MLB the show managed to have a way to transfer saves from the PS3 to the PS4.

I also a while ago heard that they will be releasing a 20 version at or around the PS5 launch. so if that is the case... easy peezy... PS3 to PS4 was more about processor use than data. Save data can easily go from one system to another regardless of architecture, as long as the destination game has a way of reading the tables. But in essence you’re still right, because SDS has gone to the effort of year to year saves and Vita <-> PS3 -> PS4 (or something like that) there’s a very good chance we will be able to bump saves up a generation.
