    Because coaches/managers have to be individually licensed to be in the game.

    If they decline, or a licensing agreement isn’t reached, then they cannot be put into the game.

      Phil Nevin from the Angels is also not in the game. He wasn't in the game last year either when he was the Angels' third base coach to start the season.
