Why can't I offer any of my draft picks a contract?

I signed my number 2 draft pick 4 days ago (In Franchise time), and I have until August 1st to sign the rest. But when I go to offer a contract, it's locked! What gives?
Would the lady who left her nine kids at Wrigley Field please pick them up immediately? They are beating the Cubs 4-0 in the 7th inning!

If the prospect doesn’t have an interest of 50% or greater you cannot offer them a contract.

In the final day (August 1st) you can offer contracts to any prospect regardless of interest percentage

I can't shave with my eyes closed, meaning each day I have to look at myself in the mirror and respect who I see.

I miss the old days of Operation Sports :(
