I've been trying to get the AL West and NL East collections to get Bagwell and Chipper cards but there are a lot of diamonds out of my price range and I do not want to drop real cash for stubs.

I'm pretty sure it takes the lowest cards automatically. If you want to make absolutely sure a highly rated card doesn't get locked, you can put a sell order on the card for a ridiculous price that nobody would pay. Then, complete the collection and cancel the sell order.

Yeah, I will probably do the 25 man collection for most if not all teams but the diamonds and the cost of acquiring them (and even some high gold cards) means I may only do one or two complete collections, if even that many.

It takes the lowest 25 cards. When I completed the Rockies I had like 30 cards when I did the 25 set and it didnt lock in Carlos Gonzalez and only locked the lowest 25 I had collected.

The ones without any diamond players, like the Phillies (I believe have 0 diamond players?)

This shows the approximate cost to do each collection. It's pretty helpful.
