In online games or in general?
This year, it's more about reading the pitcher in offline games. So you take your one lead-off step if you want/can, then really try to time the CPU and take off sometimes even before he actually throws (especially important for going 2nd to 3rd with non-elite stealers)
In online games, I mean it's generally easier than offline. My trick was to get Jarrod Dyson and sub him in whenever I want to steal

Offline you can essentially steal at will and never be thrown out. Just tap the steal button, if you get a bad jump send him back immediately or try to execute a hit and run.
